Hello, How does one pressurize or bleed the steering on these older Sea Rays? I'm not familiar with the system. My other boats always had a hydraulic fluid tank near the rudders that you keep to 15-30lbs with air pump. How do these systems operate?

1989 340SD Winterizing the boat this weekend and got a good look of this power coming from under the hotwater tank on the port floor. Nothing is wet and the hot water tank is full of water...so don't think it's a build up from a slow leak. Is this some type of parasitic corrosion? Fresh water...
