Yes that sounds legit. I had a Maxum with the 4.3 with similar problems.
The fuel pump is a little round cartridge about 3" high and 1 to 1-1/2" diameter on the front of the engine. Has fuel tubing and a wire harness going to it. Easy enough to change out if you are handy.

Pete if you go up in pitch- 24 to 26, then you rpms will go down about 300-400 rpm per 2" of pitch change.

I understand your desire to raise the seat and this sounds like a nice idea, but.......
Raising the helm seat 8" on mine would put the seat back above the height of the windshield sides and then the cockpit cover would not fit properly.
Yours may be different and if you don't use a cockpit...
White MarineTex. Get it at the boat store. A white two-part epoxy that will fill in the hole.
You will not get a perfect repair with this, that would take gel coat, sanding and buffing.

I would guess the 24s are your stock props. If they are not doing the job, consider new or rebuilt ones. They do get worn down with use.
The regular Bravo III can only handle 400hp. There are X and XR models of the Bravo III that can handle 450 and 525 hp. But you don't have that.

First you need to find out what WOT is for your engine. Then what WOT you are hitting with your current prop.
If you are pretty close on the two WOTs then you have the correct props and maybe they just need to be refurbished.
If your WOTs are off- Each 1" change in pitch is about 150-200 rpms...
