He misinformed you. There are ranges here that allow just about anything and there are ranges that follow the letter of the law and everything in between.
I've taken all of the MD classes on firearms. In every class an HQL is required to own, acquire and use at a range - a pistol in MD. I also have CCP for three other states and their laws are not much different. Now get pulled over or let a LEO find you in possession without proper licensing and see what happens. I recommend you call your local state police to find out the exact law, they are who governs the licensing in MD.
Black powder is legal and separate from other laws in MD and most other states. Although they are trying to change all that.
Question for you? Do you really think in today's world that is alright to own unlicensed hand guns? In some states it's mandatory one year in jail just for possession.
So the 2nd Amendment is only legal in MD if you get an HQL? Just to own you need an HQL? Seems unconstitutional to me. The 2nd Amendment didn't mention permits to own.
There are many different ways to acquire a firearm. That's what a friend told me.
