I think whatever it takes to get the infection rate down is a good thing. While I agree the completely free choice approach you describe could be tried, I don't think it would prove effective. Seems like some states have already attempted this and have ended up backtracking. My main point is that individuals will not come out and spend and therefore revive the economy until they judge for themselves that it is (relatively) safe to do so. I guess I took that as you saying lock downs were a good thing.
