Thinking of Re-upholstery

Just bought 89 sea ray sundancer 220DA. I had wiring problems with the trim button and in repairing found rotten wood in the upholstered side panel. I got it off and am in the process of replacing but can't figure out how to get the panel back on. How do you get the bolts tighted up. Can't get hand and arm in the little hole for throttle. Can anyone offer up some experience or suggestions?

I also have a 1989 220da great wee boat. don’t know if ya found an a answer to your problem yet if not you need to go into the aft berth there’s a small headliner panel on the starboard side remove it and this will give you access to the back of the throttle control panel.
