How about for starters, stop making every bleeping one of these shootings a national story?
It seems to me that we can link the frequency and magnitude of these mass shootings to the onset of the 24/7 cable news industry and the proliferation of the internet, especially delivered to our cell phones. Everyone of these sick pricks seeks fame in going out in a blaze of glory and taking as many others with them as possible. If our society ignored them and made it so that their acts would garner zero airtime, perhaps in time these events will pale in comparison. How off base does this line of thinking seem?
Back in the day, there was an hour of evening news and a story in the local paper about a shooting or a serial killer. These were local problems that did happen in many cities around the country or world for that matter but rarely did they rise to national attention or demand the attention of the white house.
The media does limit content like not showing the gory bullet riddled bodies and they edit video to not show offensive content, Well lets pass laws limiting the glorification of mass murder for financial gain for a start. I don't see the up side to society for these stories to be broadcast nationally 24/7.
