trim pump

Hello everyone, I hope to find some advice here on my trim pump. It does turn on and hum however there seems to be hydraulic pressure. Yes the reservoir is full haha, I am no mechanic but I did check that much. I also pulled the lines from the rams and was still not getting any fluid from them...

I have a rusted out trim pump bracket in my cruiser. Has anyone replaced one of these or made one out of a material that will not rust out and have the trim pump slide in engine compartment. Searay dealer wants approx $314.00 plus to replace it, that's 2 hours labor plus parts.....phooey.:smt021
