I think Im having choke issues. Ive got a 2bbl merc carb on my 305. Its got an electric choke. When the engines cold the choke is fully open. What tells it to open?

So I just got my new carb in. It came with the regular thin paper gasket (same as the one that came off). But it also came with a 1/4" thick cork type. Do I need to use both? If so what order do they go on? Thanks
