You have to wonder though because the article also said that the man sells lottery tickets. Did he really just find that ticket or did he do a scan of the ticket and tell a customer that it was a loser?
Above and beyond is right, he made a big mistake. There is no reasonable expectation that the true owner of the ticket can be found. Further, he had no obligation to even try to find the original owner. It was his ticket to keep and cash in for the prize money.
He may still get lucky and end...

My slip neighbor completed the install of his swim platform and he installed an air conditioning unit. They also re-did the interior upholstery last fall. He did all of the work himself which is pretty impressive. Link to dropbox: MOV

Teeter - I put a TV in our boat along with the antenna, etc. Fact is that we hardly ever use it, except to occasionally watch a DVD. But, the TV sets with built in DVD players usually end up with a DVD player that craps out. Also, you need to know that some of the TV's are not ignition spark...

Use the "DC volt" function, not the "ohm" function. The "ohm" function reads resistance and will certainly blow a breaker if you try to measure voltage in the ohm position.
