water pump runs faucets closed

Unless you have a leak somewhere its your pressure switch on the top of the pump itself. Once reaching a pre-set pressure it will shut off power to the pump until the pressure drops once again. You can replace the pressure switch, but when this happened to me, i decided to just replace the whole pump.
 
Check your transom faucet. My shore power cord bumped it and started a very slow undetectable flow that I didn't notice. Drove me nuts for days because the pump would cycle every 30 seconds for about 4-5 seconds.
 
If you are sure you have no leaks on the faucet side of the pump. Look all over follow every line, check every connection. Then I suspect it's sucking air on the supply side. Check all the connections from the water tank to the supply side of the pump. Pay attention to the inline filter. If it's not screwed on or the fittings are loose it will suck air and run all the time. Best way to tell if that is the issue is to look for air bubbles in the faucet streams indicating air is coming into the supply side... Good luck it can be a pain to find these issues!

To check the pressure switch, break the output at the first connection and put on an end cap. Then turn the pump on, should come up to pressure quick and shut off.... If not then it's either the pressure switch or a air leak on the supply side...

That happened to my boat. I found a fitting down in the engine room that had ruptured and was spraying a steady, but small stream of water. It took forever to get the parts to fix it and I ended up replacing the section of plastic pipe and the fittings with Shark fittings.
 
those water pumps have a series of little diaphragms and check valves. If the check valves leak or a diaphragm is ruptured the pressure will leak back to the water tank... There are rebuild kits available for the pumps.
