Not true! Unless dictated by your skill set. If you’re going to replace it, may as well mess with the adjustment wheel first. Worst case, you replace it.

Check all of the connections, a little corrosion can cause a ton of headaches. Sounds like as mentioned above, maybe the vacuum switch is sticking. Remove n clean it up real good. They are not cheap, of course.

I may be wrong, but even though you can turn the knurled wheel, I think the adjustment is "glued" in place. You have to break the glue loose first.
 
Or, just apply slight pressure with your fingers on the knurled nut (may have a dot of paint on it as a seal), in either direction to determine if the micro switch is functional. The dot of paint or glue should break fairly easily if you do have to actually turn the nut either way. I believe it is clockwise for higher vacuum and CCW for lower.
