Vaccum Flush Toilet System

I have just purchased a 290 - 2007 SeaRay Sundancer. I am not familiar with these vaccum flush systems. When pushing the pedal the bowl fills up and will not empty into the tank. At first, I thought my tank was full. Had the system pumped out until it was empty. Toilet still fills up with water and won't dump into holding tank. Could it be the vacuum generator head that has gone out? Not sure how to troubleshoot the problem.
 
You will have a switch on your breaker panel (I think it's labeled "head system") that needs to be on, and the key switch near the toilet needs to be on. You should then hear the vacuum generator run for a half a minute or so (its in the bilge/engine compartment)... then try to flush.

You should here the pump running as it builds up vacuum, is this happening? It will cycle for maybe a minute and then stop, which indicates it has built up vacuum.

When you push the pedal, the valve in the toilet should open, again I would presume this is happening, with it open, you should hear it sucking/whooshing which indicates the pump is running.

As already said.
The fresh water is one electric circuit
The vacuum pump, is a seperate electric circuit with its own circuit breaker.

So I would be checking power to the pump, circuit breaker, and checking the pump to see if it is running

If the pump continues to run without stopping, you probably won't get the whooshing sound when you press the pedal. It means you either have a leak or blockage in the system somewhere which is preventing sufficient suction from being generated.
 
Thanks to all for the great advice in trouble shooting this problem. It ended up being a blockage in the line going to the discharge holding tank. Sorry, for the very late response.
