Squeaky hydraulic steering pump

I've got an annoying squeak from my steering system when I turn the wheel. My steering is hydraulic and it appears to be coming from the hydraulic pump. The fluid is full , I've tried a little WD40, just to see if I could isolate the squeak, with no luck. The squeak appears to be inside the pump assembly. Anyone ever encounter this issue?
 
I called the dealer and they gave me the following answer:

Remove the steering wheel and you'll find a vinyl bushing underneath. Spray with some silicon.
 
had the same problem...the seal had dried out and I drenched w wd 40....problem solved
 
Is there any special tools required to remove a steering wheel?

A little update. My mechanic said that it was not the bushing. He had to take the entire pump assembly out of the boat, take it apart and grind a burr off of the knuckle inside. He added a grease fitting to the bushing area so that grease could be added easily in the future. He said it was worse when the wheel was tilted in the full upright position.
