Not an expert myself but have seen some others learn the hard way, and I agree with Rocky. The price includes slip for 2015--deduct that value from the list price to see how much you'd be paying for the boat itself and use that to make your decision on whether to consider purchasing. If you do want to make an offer and will be slipping at the same marina, figure your boat value first, then tack slip cost into it for the final number. If you'll be slipping elsewhere, that part of the cost is the current owner's problem, not yours.In my humble opinion..... If the owner hasn't dealt with this stuff....and he hasn't or he would be bragging about the money he put in.....
i would run away unless the boat is a steal. Once the stringers start to show areas of delam or damage on a 30 year old boat with mid to higher time engines. You won't be able to give it away.
if you really love the boat, and it is cheap... Spend some quick survey money and have those trouble spots looked at again ... Now 2-3 years later and see if they are still moisture level high, with no sound of delam..... And decide how much risk you like..
that is my humble opinion.
there are other boats out there.

Fresh water tank is empty or holding tank is full. Mine does the same when it's launched in the spring until I fill the fresh water tank.
