Fake News. Virginia has two different COVID Executive Orders:
- Non-Essential Businesses Order through May 8: Bans gatherings of more than 10 people (consistent with CDC), closes schools for the year (also consistent with CDC), closes recreation and entertainment businesses and food establishments except for takeout. Food, electronics, gardening, auto, home improvement, liquor, pet, office supply stores and banks considered essential. All other businesses can remain open if they limit patrons to 10 at any one time. Teleworking encouraged but if not possible, offices need to adhere to social distancing and sanitation guidelines. Same for non-public facing businesses. Churches limited to drive-in format.
- Stay at Home order through June 10. Urges limits on non-essential travel, maintaining social distance. Allows outdoor activities including exercising, boating, fishing and golf. Allows travel to and from one's residence, place of worship or work. Closes beaches and restricts campground stays of less than 14 nights.
So, there is much less to "re-open" in Virginia compared to other states. I expect some version of "Stay at Home" will remain in place, either through orders, encouragement or self-control long past the time of re-opening, whatever that turns out to mean.
As a Virginian, I believe these policies are amongst the most reasonable and sensible I have seen across the states while still being prudent. I can't say the same based on a quick look at Minnesota's order but I will let the citizens of that state make up their own minds.

It is well known and has been studied for years that for each 1% of increased unemployment suicide, stress related heart and other major health issues, alcohol and drug dependency, mental health, cause thousands of deaths per million. We must put these lives in the equation. It is not lives vs. money. It is lives vs. lives. It is the lives of children and families. There was a 1% jump last month in folks unable to pay their mortgage, with another major jump expected this month.
We had an economy serving most of the country well and now over 20 million new people are facing unemployment. We must open this economy or people will die...

So I was telling this story to a friend today... Three days before they closed Michigan.. I took a couple of guys from work to a bar. I got there a bit early and was talking to the bartender and the manager that I know.I won't go into a crowded bar or restaurant for a while til this thing looks to be gone, I'd think you'd be a fool to do so, at least for a few months

i really don't know what she will do. Simply reporting what NSM says about its readiness to serve. The marina's management may also be doing this as way of putting a little pressure on the guv by sparking interest in its customers to communicate with her office. As an aside, the landscaping company doing work on our new home feels the trade associations are having some sway with her to get things going on May 1. I've also heard speculation (and that is all it is) from people who have good insight about political decision making in her administration that she will hold out for another 30 days. We will all know in 2 weeks.

Issued on March 23rd and to be extended for 2 months until May 24 not including Beaches closures, Schools - directly from his website.
Recreation and Entertainment Businesses
The following recreation and entertainment businesses are considered non-essential and must close to the public beginning at 11:59 PM on Tuesday, March 24, 2020:
Dining and On-Site Alcohol Establishments
- Theaters, performing arts centers, concert venues, museums, and other indoor entertainment centers;
- Fitness centers, gymnasiums, recreation centers, indoor sports facilities, indoor exercise facilities;
- Beauty salons, barber shops, spas, massage parlors, tanning salons, tattoo shops, and any other location where personal care or personal grooming services are performed that would not allow compliance with social distancing guidelines to remain six feet apart;
- Racetracks and historic horse racing facilities;
- Bowling alleys, skating rinks, arcades, amusement parks, trampoline parks, fairs, arts and craft facilities, aquariums, zoos, escape rooms, indoor shooting ranges, public and private social clubs, and all other places of indoor public amusement.
All dining and congregation areas in the following establishments must close to the public beginning at 11:59 PM on Tuesday, March 24, 2020. These establishments may continue to offer delivery and/or takeout services. Establishments include:
- Restaurants;
- Dining establishments;
- Food courts;
- Farmers markets;
- Breweries;
- Microbreweries;
- Distilleries;
- Wineries; and
- Tasting rooms.
Here's the Extension which is Executive order 55. with the exception of closed Higher Education and reaffirming closed beaches.
1. All individuals in Virginia shall remain at their place of residence, except as provided below by this Order and Executive Order 53. To the extent individuals use shared or outdoor spaces, whether on land or on water, they must at all times maintain social distancing of at least six feet from any other person, with the exception of family or household members or caretakers. Individuals may leave their residences for the purpose of:
- Obtaining food, beverages, goods, or services as permitted in Executive Order 53;
- Seeking medical attention, essential social services, governmental services, assistance from law enforcement, or emergency services;
- Taking care of other individuals, animals, or visiting the home of a family member;
- Traveling required by court order or to facilitate child custody, visitation, or child care;
- Engaging in outdoor activity, including exercise, provided individuals comply with social distancing requirements;
- Traveling to and from one’s residence, place of worship, or work;
2. All public and private in-person gatherings of more than ten individuals are prohibited. This includes parties, celebrations, religious, or other social events, whether they occur indoor or outdoor. This restriction does not apply:
- Traveling to and from an educational institution;
- Volunteering with organizations that provide charitable or social services; and
- Leaving one’s residence due to a reasonable fear for health or safety, at the direction of law enforcement, or at the direction of another government agency.
This Executive Order shall be effective March 30, 2020, amends Amended Order of the Governor and State Health Commissioner Declaration of Public Health Emergency, Order of Public Health Emergency One and Executive Order 53, and shall remain in full force and in effect until June 10, 2020, unless amended or rescinded by further executive order.
- To the operation of businesses not required to close to the public under Executive Order 53; or
- To the gathering of family members living in the same residence.

This was in the heat of the virus and they were telling me all the things, procedures and new policy's they were doing to keep their employees and customers safe....It was pretty comprehensive. Some of those procedures I use at my company today that has been open thru the shutdown.
If that bar/restaurant opened today I would not hesitate for a second to go in there.
