You keep mixing apples and oranges. Trump with held the aid to Ukraine July 25th 91 minutes after the phone call to the Ukraine President that's documented by the government. The Ukraine knew the next day that the aid was being with held that has also been documented by the government.
Try reading documents from the government not some web site like CNN OR FOX. All of them are in the links that have been posted. If you have a GOVERNMENT web site or government document to read please post it.

You really have a problem with dates and facts. The aid was approved and vetted by congress early in the year. Trump stopped the aid July 25th. Trump then released the side 2 days after the Whistleblower complaint in September.

So I scanned this - all 192 pages, mostly redacted and mostly let's have lunch. What a waste of time...... Another juicy 'Nothing Burger"....... This GAO and AOS article is partisan hack hit piece claiming the OMB withheld funds for political purposes - which is pretty obvious it doesn't if anyone scanned these 192 pages. This means absolutely nothing.

As I said the documents were readily available the aid to Ukraine was approved in May the 23th 2019 to be exact. Have a look at the attachment you should have no problem reading the letter. I agree that the standards for impeachment and the process need a clear process. I don't agree on the 2/3 you just end up with party line voting as we have seen on the previous two impeachments. I would like to see where the Senate has a choice to impeach but not remove the President from office. Regardless of which party controls the White House the truth needs to be known. Blocking everyone from testifying by defying Congressional subpoena's didn't help the GOP the Dems or the voters.

Do you read your own posted documents? Do you even know the dollar amounts for military aid in Tranche 1 & 2? You do understand the number 1 comes before number 2? Can we at least agree on that? The document “you” posted is in regards to tranche 2, military aid delivery to Ukraine.
Are you now disagreeing with the congressional subpoena I posted from Schiff - $250 million withheld?
Which is it Iprof? Ukraine either didn’t get the $250m in Military Aid, which was allocated for 2019 in Sept 2018, slated to be distributed through tranche 1 & 2 starting in February - or they indeed did get military aid.
If they didn’t as you claim, then military aid was withheld before Quid Pro Quo Joe entered the race. So no Quid Pro Quo.
If they did receive military aid, (which they did) tranche 1 started in February and was being delivered. The link you posted is Tranche 2. Tranche 1 was already in effect. Which is why the Ukrainian Government never realized there was any delay. The complete $250m was delivered on time.
So which is it? You pick. I’ll run with either scenario.
