Fuel/water separator filter

When you change a fuel/water separato?r, do you need to fill the new filter with fuel like you do with changing a traditional fuel filter?

I have always filled it up when changing.

I always fill it . The risk is, if you don;t you can potentially burn out your electric fuel pump. Getting at the pump to replace it can cost a fortune in some boats. So, fill the filter, and avoid a $2,000 bill.
