Engine Surface rust

I have a 1995 Sea Ray 215 Express Cruiser with a Merc 5.0LX. The boat is in imaculate shape but after storing it this winter there is a little bit of surface rust on the engine.

What is the best way to clean this up. My thoughts are to use some steel wool or a wire brush to remover the surface rust and then use Quicksilver black rust inhibitor paint back over it.

Any thoughts?

Hello fellow buckeye....that sounds like a good plan.....I recently removed my manifolds & elbows for inspection & new gaskets....I did some wire brushing/painting of the engine while they were off as the engine is much more accessable.
 
I would degrease, rinse,scrape, wire brush, bronze wool, sandpaper and even naval jelly if needed , rinse dry ,prime and paint.
