engine hatch with battery that will not charge

I just acquired this boat. Has been setting for four years. I need to get the hatch up to get to the batteries for replacement. Will not charge through cigarette lighter. This is a 1991 27 ft Sundancer
 
If and when you do manage to get it open, run a pos and neg #10 power cord from the pump motor to a convenient area and install it with bolts or the jumper plug found on wreckers for jump starting. Should it happen again a spare battery and jumper cables make it open.
 
Can you access the back of the hatch switch and supply 12 volts there? And is there not an access lid on the hatch to access the lift ram?
 
Few things. If you are putting power on the lighter to charge, battery switches need to be on to allow power to make it to batteries.

second, if you put power on the lighter, and turn on battery switches, the hatch should function immediately, even without batteries in the boat.
 
Pull the ram pin and lift the hatch manually... The access plate is near the aft bench seat...
 
I believe you need to turn the battery switch off to isolate the dead batteries. Then plugging into the 12v plug should allow the actuator on the hatch to open. The plug is after the switch.
