Emergency pump not working

The main cabin floor and carpet was soaked. Discovered a good 3 inches of water in the "well" where the shower sump, A/C condensation, etc is located along with an "emergency pump" and an attached float switch. Given the accumulated water I had to figure the emergency pump was not working. There is no switch to operate the pump manually. Attempts to engage the pump via the knob on the outside of the float switch are met with an alarm.

Help me understand what is going on here please!!
