All the ones I've seen do not have a waterflow sensor.

Without water they simply shut down on the high or lower pressure limit (depending on cool or heat mode).
 
If it is no or low water flow, you should get a HI PS code on your SMX II pad. Do you have water flow out of your thru-hull?

That's true if you're in cool mode. In heat mode you may get a LO PS code with no water flow. LO PS can also come from low/no referigiant.

Running Heat with no water flow runs the risk of freezing any water in the coil and causing serious damage.
 
Your compressor might be fried or you may just need a new starting capacitor. If you cannot make these determinations on your own, you will need to put a call out to a reputable AC tech. Let us know how you make out.
 
The sea pump and compressor turns on for a few seconds then code on panel reads HI P5, I have put water flow through unit from water hose and tried that, still get same results.
