Constant beep won't start. Merc 4.3

So mechanic checked all sensors and can't get boat started. Says be connected scan tool and cant get a readings. Hes saying the ecm needs replacing and they are t plug and play any ideas anyone?

Did he check for spark and fuel pressure while cranking?

Yes he said fuel and spark is good. That was my question with the beeping. How would Water in the drive send out and qlarm and stop it from starting. They are saying the float switch would just cause an alarm but not prevent starting

so we swapped the ecm and engine fired right up. Any one know where to source another one or if its common to have them repaired. Also are new ones just plug and play ?
