I took my props to a local prop shop without pricing around. I have 23 x27 bronze propellers four blades. Holland propeller quoted me $935 to bring him to class one. They were not in bad shape meaning no hits or dings on them. I just figured that was the going rate and paid it. I was catching hell from my college about not getting a second quote. So I did after because it was bothering me. I got a quote from every Prop Scan I could find and a MRI. Qouts were from $350 to $900. Most at $500 to $600. One at $900.
Blades are still out .150 inch for height compared to each other. Blades are not 90 degrees from eacher either.

I don't know that you paid too much. Do you have the pre-tune scan report? It really depends on how bad the prop was to begin with and how much work they needed to do on them. A clean and scan only runs about $50 but the labor required to bring them to spec can be quite a bit. Just for reference you asked for class 1 and that's what you got from looking at the scan report. If you wanted class S then they would have done that and probably cost you more. Here are the specs for classes-

Here the quotes I got after the fact. If the workmen ship is done right, I is worth it.

I also had Johnny Propeller with MRI system quote me at $650

Very good review with Black dog.

If you are considering getting the props rechecked and certified I suggest adding Henry H Smith Propellors to your list. They are located in Algonac (Clay township), Michigan. Very good work and service.

North coast on your list did an amazing job on ours. $800 or so total shipped from OH to NY included

If pics 2 and 4 were the initial then I would say it cost to much. I've seen props without any visible damage that look fine to the eye but are pretty messed up and take a lot of time to repair but yours don't look that way. I thought about using Holland prop but I use Air Marine (Propulsion Engineering on your list). They offer free pickup and delivery all along the MI west coast at no charge. Keep in mind many of the others you would have to add at least $100+ in shipping as well.

What did you end up paying them, 935 for a pair of props or 2,000 for a pair of props? I ask this because of your Propspeed post.
I have Bronze 23x27 Propellers, Will Propspeed reduce Corrosion? I Just had them Adjusted to class 1 and went I went to go pick them up and after I paid the guy 2K, he said said the props were corroding and will last 10 years max. I was thinking about Appling Propspeed to extends the life with the other benefits.

I paid $1872 for the pair.
