There sure likes water in there. I'm not 100% sure that it's enough to cause that issue - but it may be.

Is that picture after an hour or so? It looks cloudy.

Take a 6-gallon portable tank and fill it with fresh fuel and plumb it to the engine. Take a good run with it. If the issue goes away... you found the reason. If the issue is still there then we're back to mechanical problems.
 
That fuel sure looks like it turned skunky. Never seen good fuel that cloudy.

I cruise at 28 29 mph at 3200 rpm with a17 pitch stiletto three blade stainless steel prop. Works for me. Prop could be messed up
What's your top end with the 17 prop?
 
It's in the 40 s. I've only had it to 40 mph on gps then backed off. Was just checking WOT
 
Just saw this for sale locally. Will this work? The guy has a used one.

Was just looking to upgrade the prop wasn't expecting that was the issue , he only wants $50
 
That is a NASTY fuel sample. Fix this first! That entire fuel tank and system is contaminated from tank to carb/injectors. That fuel should be as clear as glass with no crap in the bottom.
So what's the best way to clean this up other than drain and refill? Is there a good fuel and carb cleaner do also dump in the tank?

Is the tank made of aluminum or plastic?

That fuel sample looks like my dads boat when the 17 year old aluminum tank was in need of replacement.

Plastic tank. Remove the center storage and you'll see it. Siphon it out by removing the sender plate. At this point point, additives and "X" number of fuel/water separators are option... but not guaranteed. Siphoning is guaranteed.

As to suspected water in gas, in the past you could put your sample in a glass cylinder and leave it undisturbed for 1/2 day. Gas would go to top and a visible line would separate it from the heavier water. Alcohol can catalyze mixing of the fluids and the old test would not work if you have ever run anything but "pure" gas. Even if you paid for it, you may not have received it.
As to disposal, draining is dangerous. Why not find a filter/separator element and a wrench to fit. Be sure you can loosen the housing. Obtain a red gas can full of the non-ethanol pure stuff (if possible). Run the boat till it's out of gas off the plane, wandering about the deck during successive restarts till you think you got it all. Change the filter element where you are floating, dumping the contents in the lake unless Fonda is looking. Pour in the pure gas. This is probably not the problem but you will rule it out and have a fun adventure. Make sure your batteries are good.
So to summarize your post, you don’t think fuel quality is the issue but he should dump some into the lake anyway??
