1997 215 ec. Can’t get up to speed

I just picked up a 1997 215 ec has rebuilt 5.7 with alpha 1 gen 2 only has 36hours on rebuild. At WOT I’m reaching 4400 rpm’s but can’t break 28 mph. This boat should be doing low 40s. Help me please
 
Not sure. I was thinking it would over rev if slipping? Or no
 
Definitely check drive hub and prop pitch that's very low speed. Does the motor sound ok in back where the coupler is
 
I would think a 17 or a 19 . Others will chime in. I don't know if those have the rubber where the prop goes on the shaft to protect it from a hard strike
 
I'm not sure what's on there. Could it be the correct one if the rpms are right?
 
You could mark the prop and the hub and take it for a quick ride and see if the marks still line up
 
Sounds like the prop is slipping
 
I'm going to try to check prop size tomorrow
 
No burning rubber smell? The newer hubs are plastic and not too difficult to break. The 20 mph at 4400 is strange indeed. You say the boat should be doing low 40’s. Have you had it there since the work was done? Is this boat new to you and has never run right?
 
Did everything sound ok with the motor and the drive
 
Also does this boat sit on a trailer or in the water. Bottom growth can really slow a boat down.
 
There may be a slight vibration but haven't narrowed that down if at all
 
It's in the water. The issue was since I first put it in so growth wasn't an issue.

I just got out this season previous owner had the work done. Unfortunately he died , I got the boat from his wife so she really has no info on how it ran. I have over$12 k in receipts from last 2 years including engine overhaul. The research I did say it should be running that speed.
 
You should easily be getting into the 40's - if not easily the upper 40's. Depends on the HP of that rebuild and health.

Your prop isn't slipping - you'd be over revving.

Are you trimming up properly?
 
I've tried trimming up until cavitation then down a bit . How can I check the HP on the rebuild? So you think they prop is correct?
