The rib 310 has a max horsepower of 15. That is for an inflatable that has an engine with a tiller on it. If I put a steering console on it, can I increase the horsepower greater than 15?
 
How does the steering wheel change the strength of the transom?

It doesn't. The transom would have to certainly be stronger if you going to put a substantially bigger engine on it. I am talking about increasing it from 15hp to 25. the transom on my rib 310 could support it. It has to do with how the inflatable would handle with a steering versus a tiller with a bigger outboard.
 
Zodiacs and other boats are rated for a certain amount of horsepower they can safely handle. If you exceeded that and had a problem that caused an injury or death you'd certainly be on the hook for a lot of money. In a situation like that where you knowingly exceeded the design limits of the boat any attorney worth his salt would call that "careless disregard for safety" and he'd have you by the short and curlies.

The test for things like that is "What would a reasonable and prudent man have done in that situation?" I'd suggest if you want to have more horsepower and go faster that you buy a new dinghy that's rated for the horsepower you want.
