Wont plane out low rpm

04 SINGLE SCREW 280 SUNDANCER
trim down, anchor up

It just started where when I try to plane out it will only reach 2800 RPM max! It just sounds sluggish. If I put it in neutral and disengage the prop I can get it as high as I want so to speak. I trailer trimmed up and felt for something wrapped around proper but couldnt find anything (keep in mind its dark out). I am going to get in the water and check again tomorrow. Any suggestions or help greatly appreciated!
