I am looking at a boat to purchase. It needs a new starter, and because the engine can't be started the owner opened up all the drains in the engine and blew air through them. I live in the north east, and I am concerned about freezing problems. He says he got 99 percent of all the water out. Should this be a flag, or am I being over cautious?
 
He should have bought a starter. Antifreeze has anti-corrosion properties that prevent rusting. Don't buy the boat without starting it. I wait for him to replace starter. He might be hiding something.

If this is how he always addresses all the issues do you really want the boat? I wonder what's the story with the oil change, he got "99%" of cold oil out and poured "99%" in and left it alone?

Move on, it's not worth it.
