Winterizing an I/O in the Water

I'm with berth control. Around here [Virginia] your plan would be fine. But if there will be temps in the -20 range, forget it. Any water in the outdrive above the water surface and outside the bilge WILL freeze. Won't be much, but it doesn't take much. Plus, if you lose electricity for more than a few minutes, you will be in big trouble.
