Windlass switches at the helm

I have a 2008 Sundancer 350. At the helm, there are three switches. The top switch shows an anchor and has a blue LED. The middle switch operates the windlass up. The bottom switch operates the windlass down. The windlass is operational. When I push the top switch the blue LED turns or off. I have no idea what else this top switch does. Can anyone tell me? Thanks!

The top switch with the anchor energizes the circuit. Push the top switch to turn on the function of the two below. Push the top switch to turn off the function of the bottom two switches.

The top switch turns on your foot switches at the bow (if you have them).
 
Mine must not be wired properly as both the helm switches and the foot switches at the bow work when the top switch is not lit.

Sounds like someone bypassed the windlass solenoid. Possibly went bad or the switchpad button doesn't engage the solenoid. Either way the solenoid switch is a safety switch so someone can't accidently drop anchor (especially while moving). . . Its happened before, just sayin'
