Windlass install on 390 Sportfish Wiring help

I purchased a 1985 390 sport fisher that was missing the windlass. I am trying to figure out wiring from bridge to windlass. I found two wires red & Black roughly 8 gage running on port side to the chain locker along with other wires. The red is hot even after turning windlass switch off at panel. Looking for some help with wiring

The panel switch only supplies power to the windlass switch on the dash (in other words the control circuit). The large power wires are supplied by one of the accessory breaker down in the bilge. The windlass dash switch activates the 2 solenoids in the anchor locker and directs the power to one of two terminals on the windlass motor to control which direction it runs.
