What's going on here?

Can anyone tell me what is going on here? Is this just paint chipping off? Is it an easy fix? This is actually on a boat that I am having surveyed but I would like to know ahead of time what it is and what it will cost ( approx ) to fix it. This is under the swim platform.

I think the gel is chipping off of the fiberglass. I hope it's not a big deal. It is happening in the ER of my (and most) 340.
 
I have the same condition on the underside of my swim platform. The gel coat is chipping off leaving the fiberglass exposed below. I bought a 1 gal can of gel coat, roughed up the surface with a sanding disk and then painted it over with the gel coat, it is not beautiful but it gets the job done. You have to mix up the gel coat in small batches as it hardens up pretty quick.
 
Too many FAT people on the platform at the same time?
Docking bump? I think it is from flexing. Mine looks like that..
I have been meaning to paint it.

Well it sounds like it isn't anything a little elbow grease can't fix so that is good. But if my surveyor can add any additional information I will post it.
"quality time", this isn't the same boat that you are refering to.
