What should my top speed/tach be?

I have a 1999 210br signature with a new 350 small block W/ 4-b carbureted and my top cruising speed is around 43mph @ 3300 rpm’s.
The hull is pretty clean... she’s in fresh water and I keep it docked in Lake Erie.
Is that the most I should expect from this setup? I had it tuned up and the timing fixed last year and it starts and runs beautifully. I’m just wondering if their is any more I can get out of it.
 
I would expect something closer to 5,000 rpm and well over 50 mph with the correct prop.

Does the carburetor fully open with the throttle pushed all the way forward? Could be as simple as a cable adjustment.

I was told the prop was correct. It’s a 19R. Not sure about the carburetor fully open though. I’m not an “engine guy“ so I’m not sure about testing this under load. In neutral I can get it we’ll passed 4000rpms.
 
With the engine off, press the “throttle only” button then move the lever all the way forward.

Remove the flame arrestor and look down the carburetor to see if the butterflies are completely vertical.
