What do you trust more new charts or permanent buoys?

I think your plotter should be used to help you plan ahead for where you next marker should be, esp. with the crazy zig-zag patterns indigenous to our wonderful Bay. However, I'd always go by the marker's position, not where the plotter says the marker should be. I was under the impression that GPS has an error factor of 3 meters. On Barnegat Bay, being 1/2 meter off course could render you high and dry.
