Driveway water does not go through a municipal sewer system. You could not build a sewer system large enough to handle rain water at 28,000 gallons per inch/acre. It's storm water and it may run through retention ponds, but not a treatment system. Retention does allows some chemicals to volatilize and allows sediment to settle out, but it is not tertiary treatment.
just use boat soap. If you buy the stuff on sale, it's no more expensive that any other kind of soap. when I see it on sale, I buy enough for a couple of years... 2 bottles.
