Is the cockpit cover supposed to be "water tight" around the arch, or will it let the rain come in?

I've seen two different styles. Mine has a loose rubber gasket along the inside of the arch and it lets a little rain in....not a lot but some. The other style runs up the inside of the arch a few inches and snaps tight.
There are also two styles for the windshield too. Mine snaps at the top edge of the windshield frame and allows me to see out when the cover is on. The other style snaps at the bottom of the frame and covers the windshield.
