VSC ? Not a detterent for a CG boarding !!

Created my own binder for the boat. Added:

- Warranty of title
- Bill of Sale
- Proof of Insurance

Cool deal. Add a copy of your Drivers' license and Boater Safety Course.
And certainly, have a CLEAR COVERED original yellow receipt from your last boarding to wave if your being hailed.
Lastly, when getting that yellow 'Good Boy' letter, ENSURE the DATE is clear. It seemed most important upon my 2nd inspection in 4 days. Mine is weak, and hard to make out already, I can't imagine it lasting 12 months. I guess I was so happy to get the darn thing I didn't notice the date was not written clearly.

On another note, I took my 10' jon boat out this afternoon for a little fishing. It was windy so I only went across the river, about 1000 yards from the marina it's docked at. I pulled into to a small wind blocked cove about 50 ft, with limited access. Dropped anchor, made a cast. On the second cast, I looked up. There was the frigging CG, bow first. Just like the one pictured in my post above. He hesitated to enter into the tight cove, circled around and left.
I feel like a magnet.

Correct.
In D.C. waters, there's no exception:
"Anyone operating a vessel on District of Columbia waterways is required to have a Boating Safety Certificate."
https://mpdc.dc.gov/page/boating-safety-courses

OK, so non-residents are exempt for 90 days and it is not USCG that enforces but rather local authorities for the New England States. That makes sense....
I also looked into your link and others which say nothing about non-resident passage in DC, in fact nothing about the requirements nor the quote given. A quick search reveals DC recognizes reciprocity with other states as all states do. So non-resident passage provided adherence to rules and regulations need only what their state of residence requires (probably the same 90 day rule). But again the links provided are not enforcement by USCG but rather MPDC.
And for the record, I'm not "against" any safety course - in fact, I work with our local authorities in several rolls. I simply want all to know the facts about the mission of the USCG and the great things they provide for boating but yet their extent of authority.

This thread is about the USCG their authority and mission to ensure we execute commerce and recreate safely on the federal waters.
