Voltage reads low and starter won't crank but batteries are new

My 2005 260 Sundancer voltage read 10.0 and the starter wouldn't crank even after charging (from shore power) for several hours. So I installed two new batteries, still got low voltage reading and wouldn't crank. Pulled the batteries and connected to a "smart technology" charger which said both were good and had 12+ volts of charge. Any suggestions on where to look next?
 
Use a voltmeter to check the the voltage at the main battery post on the starter. If you do not have 12+ volts, then one of your battery cables or connections may be bad.
