Vents let in rain

So I have a 1987 Pachanga 19 and the vents are placed on the upper area of the engine compartment and I think the vents may have been changed. The setup faces up so any rain will go in the vent. Any ideas on fixing or possible original factory vents may be different?

Can you pull them out and turn them to point down?

Unfortunately the brochure picture is not clear. I am wondering if the original had a drain?

Unfortunately they will collect rain either way.
