90 searay 200?

Mercruiser 4.3
New boat owner. I bought a 90 searay it says 200 on the stern. It has a 4.3 mercruiser compression is excellent and it doesn't leak any fluid.

I am an aircraft technician and have a pretty good understanding of reciprocating powerplants, however no knowledge on marine equipment.

My boat has very poor power and rpm will not go over 2700. My first guess was a fuel issue. There is no fuel water strainer. I rebuilt the carb, the accelerator pump was torn and the power valve was seized. I replaced the fuel pump because why not.

That helped but not much, infact not much at all.

Looking at my ignition system I can see that it is aftermarket it is an HEI platform with the coil on top. I can see that the wiring was soldered and heat shrink installed with a blow torch. Most importantly the hei has a vacuum port, that is plugged.

I assume that timing advice is based on vaccum my engine timing is idle timed and not advancing. Am I correct? Can anyone tell me the best thing to buy to restore my ignition system? Can I get it in a week?
