USCG Navigation Rules

Quick question: For those of us who are required to carry copy of the USCG Navigation Rules booklet (12 meters or larger), are we allowed to print off a copy of the booklet from pdf on the Homeland Security website, put it into a binder, and call that our copy, or do we need the actual printed version?

It's $8.58 from Amazon. You are going to spend more than that in printer ink and paper. Buy the real book and don't worry about it.
 
This has never been an issue for me in my area, but we were delivering a boat to South Fla last fall and were stopped entering a channel that happened to also be a port entrance. The CG guys were courteous and polite, but checked everything on the boat. We were 58ft so we were required to have a copy of the rules on board. The guy responsible checked the cover and the title page for the Commandant Instruction # and publication date.

Those CG guys were reasonable and glad to inspect a clean boat with knowledgable people on board, but my view is if they are going to look this close, I'm not going to give some gung ho Homeland Security nut a reason to look closer or cite me with an infraction over a $9 cost.
