Obviously we all know what a U-Bolt is:

On my boat lift, between the boat and the dock i have about 26" - 28" on both sides when centered.

I've went ahead and built some docking if you will that is 24" wide, by 16' long to provide a walking surface between the boat and the dock (which i've seen done several times.)

Anyhow, to mount this on the 4" tube I need basically a U-Bolt type application, but what i NEED is for it to be of side mount nature.

I've seen these on others lifts, but can't for the life of me think of the terminology to search this item, or it no longer exists.

Please Help, I'm at a loss.......

this is very rough, but maybe it'll help paint a better picture in your mind.

If I understand what your are trying to do, you could screw a set of eye hooks into the dock, run the Ubolt through them. The only item of concern would be strength. Not sure how much weight your going to put it, but an eye hook is not going to be as strong when used that way. They are designed to hold a load up towards the threads, not on a 90 degree angle.

after searching though pages of lowes.com pages i ran across the eye hooks and as of current that's what i'm considering.

i figure that all the weight will be supported by the frame of the docking i'm building, just wondering now what kind of force will come up through the planks when it begins to become submerged.
