Might be trouble, you should have left the hood on the motor. Might need to dry out the starter, then you should be gtg!

I think all it needs is a jump start. The bilge pump probably ran the battery down a bit.

I think it's flooded you might went to dry the plugs out

It must be the fuel line or some dirt in the carburetor. I don't see it being anything else...
