Trim and tilt

OK, now it makes more sense, thanks for clarifying. With the lines disconnected at the hydraulic rams, fluid should squirt out pretty good from the lines when hitting the up or down button. Shield/catch the fluid.

If that's good, the rams might just be stuck (they could be damaged, especially if they took a hit). Connect the lines back up again and try hitting the drive end of the ram with a rubber mallet while operating the trim pump. You connect them back to the drive and forcefully "jiggle" the drive, too. You can be pretty rough with it.
 
I tried hitting it with a rubber mallet and it went down a little and hit the trim and it moved some but not much so I’m guessing the rams are froze and possibly bad
 
If you can't free them up on a bench then I would just replace them. Forcing them while hooked up to the system will likely only add contamination to it.

Try doing that while someone holds the button. Also go back and forth between down and up.

Are they both doing the same thing? Meaning, it's odd for both to go bad at the same time. You didn't mention, yet, if you hit anything or if this is an existing or new issue?
