Throttle RPM issues

DA 34 8.1 with the starboard throttle all the way off it will idle fine around 700 RPM but as soon as it is slightly increased it jumps to 1000-1100 RPM’s. There is no adjusting no matter how slightly it is increased. I tried manually moving the linkage near the intake and it does the same thing. Is there some type of sensor that might be causing this.

A few ideas:
Clean the throttle body. Carbon build up on the throttle plate can cause issues.

make sure the throttle plate is securely attached to the throttle shaft.

Check all mounting hardware. Make sure there are no vacuum leaks.

Swap IAC valves between throttle bodies (or even the whole throttle body) from one motor to the other.
