Tailer Tongue Jack Trouble...Please Help!

Hello,
I have a 2006 195 Sport that I just purchased. It has a Sea Ray trailer. It has a 1,000lb capacity trailer tongue jack with a singe wheel. Even with the boat off the trailer the wheel will NOT rotate unless I kick it very hard. Any suggestions on whether I need a different one or what you would suggest doing?
 
Spray the bearings with some lithium grease and work it back and forth with the weight off the wheel until it loosens up. If that does not work then replace it. Don't bother with WD-40, it only acts as a lubricant temporarily.
 
They need to be greased/lubed/used/exercised occasionally. Otherwise they will freeze up. Don't spend too much time on it, though. If what Dave mentioned doesn't work, just get a new one. They're about $40.
