I finally got the boat out and started the work on the tabs. I replaced the upper ring without any issue, but how do I replace the lower O ring? The directions I had with the kit only show how to do the upper ring.

There is no lower ring. There are 2 rings, one on the top of the actual piston that runs up and down inside the cylinder and one the top cap that seals top cap to the cylinder. As the piston moves up and down in the cylinder water actually enters and exits the lower part of the actuator tube.

How do I get to that lower piston ring, it appears to be the one that is leaking. I did replace the upper ring yesterday and they were compressed and leaking, I feel like the job is only half done

There is a compressed o-ring between the upper hinge and the cylinder body and one on the piston.

Did you get the instructions with the O-rings we sent you?

If not here it is for the piston:

Directions For Replacing Actuator Piston O-ring:

1. Do not remove actuator from boat.

2. Put tabs in full-up position.

3. Press trim tab down leaving lower hinge attached to piston shaft, and attach a hose clamp to piston shaft.

4. Grasp cylinder with both hands and turn to the left (counter-clockwise), and unscrew it from upper hinge.

5. Carefully remove lower hinge from piston as spring will force piston out of the cylinder under 80 lbs. of pressure. Point piston away from you (loosen hose clamp slowly).

6. Remove old O-ring from exposed piston head.

7. Put new O-ring (-220) on piston head in the upper groove only. Make sure it is seated in place properly on piston properly on piston head.

8. Put piston back into cylinder by compressing spring, and reattach lower hinge. Pull piston down 2 inches and re-tighten hose clamp to fix piston in place. (This will keep spring compressed when re-attaching upper hinge.)

9. Screw cylinder to the right (clockwise) back on to upper hinge hand tight.

10. TEST BEFORE PUTTING BOAT BACK IN THE WATER.

The instructions show the rings but only explain how to do the upper ring.

We have an abondoned SeaRay 230 in the yard so I took one of her pistons apart and found the lower ring.
with that done are the upper and lower rings the same size? If so then I have the O rings needed. If not then I have two upper O ring kits (that's what's typed on the labels of both bags)

No the upper hinge o-ring and the piston o-ring are different sizes and different instructions . If you send me your name and mailing address in a private message we can send you new upper hinge and piston o-rings with instructions for both, no charge.
