The swim ladder on my boat has just the stainless steel tubes, no "step pads" or anything like that. One step has what is left of what appears to be original padding material wrapped around it, and the other step has nothing. I am looking to replace this as there is not much left of it. Any recommendations of what to use?

I had the same boat till I sold it about 4 years ago. We hated that swim ladder because our feet would slip off when climbing up. We planned to make our own step pads out of teak or a flexible gray-colored board my bro-in-law gave me (cannot think of the name but Home Depot or Lowes sells them) but happened to find our current boat before we could do that. We had looked high & low for step pads but couldn't find any that had indentions that would fit over the tube, have the cutout sides plus be the right length. Then we would have had to drill holes in the stainless to attach them. So we never did it.

some ladders had plastic steps covers, some not. those without plastic covers used "padding". go to home depot or other store of your choice and buy heavy duty non-skid tape. clean step with rubbing alcohol or acetone, apply piece of tape, trim with razor knife and will look like just came from factory
