Strange fuses near electrical box on 5.7 EFI

I noticed two connectors near the back of the box that houses the diagnostic connector and circuit breaker. One had blue wires that looked cut and the other had red wires that were just stubs - less than 1/16" long. They looked factory, not like someone butchered them with side cutters.

I unplugged the connector with the blue wires and there was a 15 amp fuse in there. The connector with the red wires had a 10 amp fuse in it. From what I can tell they don't connect to anything.

Any ideas what the purpose of those two connectors and fuses are?
 
Looking at the MerCruiser parts diagram, it appears they are the fuel pump fuse and the ECM/Injector/knock control fuse. It was just strange how at first glance, it looked like the wires were cut after closer examination, they appeared to be a factory but it is strange they'd leave the ends of the conductors exposed.
