Stiff steering to start the season

We splashed a few weeks ago and the steering is very stiff. If I turn it all the way to the left then all the way to the right a few times it seems to get better. But, it will stiffen up again over a little time. The fluid looks good and the right level. Any ideas?

Possibly steering cable. Dis-connect it from ram assembly in engine room (rear of motor). Try the wheel....still stiff?.......cable needs replaced.

grease the end of the cable in the rear. Worked for me
